Leung Chun-ying today makes his fourth annual “policy address” to the Legislative Council. Hong Kong’s chief executive will be speaking to a territory badly in need of cheering up. The stockmarket and business are depressed by the economic slowdown and regulatory snafus in mainland China. Politics remains scarred by the failure of pro-democracy protests in 2014. And a mystery over the unexplained disappearance of five men connected to a firm of booksellers specialising in scurrilous portrayals of mainland politicians has caused great alarm. Many believe the five were secretly detained by the mainland authorities—and one snatched from Hong Kong itself. This would be a clear breach of “one country, two systems”, under which China promises Hong Kong internal autonomy until 2047, including the freedom of publication and judicial independence.
The only consolation for Mr Leung is that expectations of him are so low his speech can hardly disappoint.
