原文
以前经济增速放缓幅度没这么大时，政府就吓得舍弃了审慎之路。
先抠词。
经济增速放缓，其实就是经济降速。如果经济倒退，就不会出现growth，这里指的是经济增长速度没那么快。
可选用的词包括slow down, brake, decelerate
没那么大，很自然联想到比较级。这里可以选用modest, moderate, gentle, mild。
或者顺着原文直译，if economy growth fails to decelerate at such a pace
审慎之路
走……的道路，在政府报告和企业介绍中是常见句式。比如：
中国将始终不渝走和平发展道路。China will unswervingly follow the path of peaceful development.
我们要坚持绿色发展、清洁发展、低碳发展的道路……We follow a green, clean, and low-carbon path…
当然，即使原文中没有“路”的字眼，译文也可以使用follow a path，用以表示理念、原则，比如：
中国海油以科学发展观为指导，坚持“双赢、责任、诚信、创新、关爱”的企业理念。At CNOOC, we follow a path to sustainability, and stay committed to win-win development, accountability, integrity, innovation and caring practices in everything we do.
因此，审慎之路可以考虑“the path of prudence”。
“路”也可以舍弃不译，直接说abandon prudence 或 abandon prudent approaches / policies。也可以选择动词短语 back away from (a prudent plan)
Back away from: to stop supporting a plan or idea, or stop being involved in something逐渐退出，不愿再考虑，比如：
The government has backed away from its nuclear weapons strategy. 政府已经放弃核武器战略。
也可以再简单一点，直接说be prudent。根据前面的吓得，be too scared to be prudent，吓坏了，以致于无法prudent。
吓得，动词有Scare, frighten。形容词有scared, frightened, afraid, terrified, petrified，搭配too … to/so … that。
值得注意的是，be scared to do 与 be scared into doing sth 注意这两者的区别。
be scared to do，害怕不敢做某事，比如：
The boys were scared to cross the street. 这些男孩害怕过马路。
scare sb into doing sth / be scared into doing sth，通过威胁恐吓手段，使人害怕而做某事，比如：
They scared him into signing the paper.他们用恐吓的手段逼他在文件上签字。
组句思路
先分析句子，大体意思是“更小的经济降速就已经吓得政府得舍弃了审慎”。
经济降速做主语，吓作谓语，政府做吓的宾语，舍弃这个动作塞在一个介词里：
Milder slowdowns have scared the government off the path of prudence before.

政府做主语：
The government was alarmed by milder slowdown so it abandoned the path of prudence.
将幅度装在状语部分，把句子断开：
Yet facing more modest slowdown before, the government was already too scared to follow the path of prudence.
